You'll find opinions here, as you might have expected.  Yes, I know everyone has an opinion, and it turns out I have quite a few.  There won't be room here for all of them, so I'll just put the ones I like the most.

There is nothing more lazy, more cowardly, and more moronic than a zero tolerance policy.  No one has to think.  No one has to seek the counsel of others to determine the best course.  Wisdom does not enter into it.  No lesson can be learned by the violator and so no enhancement of character, and so it is unreasonable to expect any change of behavior in the future.  Zero tolerance policies are for those who would rather punt any responsibility for the future in favor of a quiet day for themselves today.  They would rather let someone else solve the problem.
